importvg without touching /etc/filesystems

Use the undocumented -N flag. This prevents running imfs which does all the /etc/filesystems hackery. eg.
# importvg -Ny testvg hdisk2
or even:
# importvg -Ny testvg 00c8aa5ebcb85bec
This flag appears to have been introduced around AIX 4.3.
